THE KAISER. A REMARKABLE INTERVIEW
CLAIMS ON BRITISH FRIENDSHIP. United Pbess Association, Coptkiojit (Received October 28, 1.15 a.m.) LONDON, October 28. The “Telegraph” publishes a remarkable interview wherein the Kaiser, speaking to a representative Englishman, frankly expresses his disappointment that large sections of opinion in Britain mistrust _ his offers of friendship. He mentions repeated proofs of his sincerity. His refusal to see the Boer delegates, he said, closed the agitation in Germany. His unhesitating refusal to listen to France’s and Russia’s appeal to join in summoning Britain to terminate the war to save the Republics and humiliate England to the dust would be read bv posterity from ' Windsor archives in his telegram to Queen Victoria. The Kaiser added, regarding his navy, that he must be prepared for any eventualities in the Far East. Only those Powers having great navies would be listened to when the future of the Pacific comes to be solved. Possibly Britain herself might he glad that Germany has a fleet when both speak on the same side in great debates of the future.
