TURKEY AND BULGARIA.
A TURKISH PROPOSAL
CONSTANTINOPLE, Oct.. 27. Turkey proposes that Bulgaria shall asume ono million pounds of the Ottoman debt, besides paying arrears of the Roumeiian tribute, in return for recognition ot independence. Britain's, France's, and Russia's identical note presented at Solia takes note of Prince Ferdinand’s statement of independence without compensation to Turkey, and advises Bulgaria to send an envoy to Constantinople to arrange equitable compensation, also at Turkey's instance asks Bulgaria to abstain from mobilisation. Servia, in a note to Austria, complains of the detention of SO,GOO rifles ordered at the Steyr factory months age, and threatens to cancel all other orders in Austria.
