LAW-BREAKERS NOT TO BE ENCOURAGED TO EMIGRATE.

LONDON, Nov. 19. Mr. Herbert Gladstone has sent cir-
cularised orders to Chairmen of Quar-
tor Sessions relative to the colonial objections to public or official encouragement given to emigration of persons guilty of offences against the law of Britain. Mr. Gladstone expresses the hope that no such encouragement will be given in future:
