THE BALKAN QUESTION. THE PORTE’S PROGRAMME. United Press Association, Copyright (Received Nov. 19, 9.25 p.m.) LONDON, Nov. 19. The Porte’s, programme for the proposed conference has been' communicated to the Powers, and follows in essentials the draft programme cabled on October 26. . [The draft programme in questions "Admitted as subjects for the conference consideration of the status of Bulgaria, Bosnia, and Herzegovina, and the compensation due owing to the alteration of status. But the Porte asked that the six Powers give a guarantee against any further aggression. It was ready to discuss a modification of the capitulations. The Cretan question, if it arose, was to be reserved for discussion between the Porte and protecting Powers exclu'W velv. Servia’s and Montenegro’s claims to territorial compensation did not concern Turkey, which would leave the discussion to Austria and her aggrieved neighbors.] IP’ SERVIA.
ADVICE FROM THE POAVERS. United Press Association. Copyright (Received Nov. 19, 9.2-5 p.m.) LONDON, Nov. 19. The Powers urged Servia to ceasepreparing for war and withdraw her troops from the Austrian frontier. Servia- submitted a number of complaints regarding Austria’s provocations, and denied that Servian troops, were on the frontier. THE PROPOSED CONFERENCE. , AUSTRIA’S STIPULATION. (Received Nov. 19, 11.0 p.m.) LONDON, Nov. 19. Austria’s reply to Russia regarding the Balkans conference insists on. the exclusion of Bosnia and Herzegovina from the discussion.
