WILL REDUCE RATES ONE-HALF

OTTAWA, Nov. 20
Great satisfaction is ' expressed in Ottawa at the published statement that the Hon. R. Lemieux, Postmas-ter-General, is negotiating with the Imperial Government in reference to a State-oiVned Atlantic cable, and that Australia and New Zealand may co-operate. The Canadians believe that such a cable would immediately cut the rates between Britain and Australia to one-half, and eventually much lower.
