BERLIN, Nov. 20

Prince Bulow has introduced a Bill to raise 25 million pounds sterling of additional taxation. ( He defended -the increase in the navy owing t-o Germany’s rapid economic expansion. He believed that Britain’s mistrust iand antagonism were not unconquerable, and that there was no imminent danger of war if coolness and calmness in the conduct Of affairs were displayed at home and abroad. Herr Sydow contended that Germany will be able to hear the proposed increase in taxes on beer,'spirits, and tobacco, which arc all much lower than in Britain.
