Reuter’s Washington correspondent reports that America and Japan are considering an agreement based' on free, - peaceful, and commercial development in the Pacific. In contains a mutual guarantee jn respect to territorial possessions, a pledge to support the integrity of China, and the principle of equal commercial industrial opportunity to all nations in China. If any occurrence threatens the above status .quo, America and Japan will consult with .a- view to decide what steps shall be taken.
