BOROUGH LOAN PROPOSALS
MAYOR AGAINST COUNCILLORS.
THE WORDING OF AN ADVER- ' TISEMENT.
A rather lively half-hour was spent by Borough Councillors last night on a question of whether a loan proposal advertisement which has been once published' can be withdrawn. Crs. Bright-, Mann, and. Sheridanf-. took exception to the wording of the advertisement, setting forth the. various proposals for raising loanh for drainage, street formation, and ; recreation reserves. ! Cr. Bright said that the advertisei ment did not put he issues plainly I and fairlv. and moved that- the advertising ~of the proposals he hefij over until the advertisement could: be worded in the terms of the resolution carried by the Council. t The Mayor said' it was a pity to setaside the advertisement when afootnote would explain the position. Or. iSheridan said the Mayor had reasons to prefer to see the proposal defeated. He thought all tne loan proposals should he placed before the ratepayers at one time, and if any proposal was rejected it would not be the drainage proposal. The Mayor: There is nothing to be gained bv delay. Cr. Mann: Not from your point of view. Some people put drainage before all other works. Cr. Sheridan: There was never any doubt in the minds of Councillors which proposal would be placed before the ratepayers. The Town Clerk explained that he liad seen the borough solicitors and had given the instructions, as the Mayor was out of town. Cr. Sheridan: There is a motion on the minute book that the proposal for a loan for road purposes be put before the ratepayers with the drainage proposals. The Mayor: The Council will he put to the expense of agiin hiring the halls and the advertising if the motion is carried. I can’t accept the motion. Cr. Bright: We had to pay for Mr. Jickeli’s report and that was not our fault. We are not going to have any more insertions of this advertisement. The Mayor: As mayor I rule according to the laws of the Council. Cr. Mann: But there is no rule empowering you to put the road loan proposals before the -ratepayers without the full drainage proposals. The . issue is not properly before the ratepayers. Cr. Bright: Are you going to accept my motion. You won’t get the roads and recreation grounds without the drainage. The Mayor: I have to abide by the rules. Cr. Bright-. Who makes the rules but the Councillors? Cr. Sheridan: I suppose the Council has to abide by the Mayor’s ruling; hut it is quite wrong for all that. Cr. Bright: Will you accept • motion.
