In the House of Commons, replying to Mr. Molteno, Colonel Seely stated that the Papuan Council at the end of May last read a second time, but did not proceed with, an ordinance compelling all male natives to work a month in every year on the Government works without pay. If the ordinance were hereafter passed, doubtless it would be reserved for Lord Dudley’s consideration.
