The “Times,” commenting on Lord Loreburn’s Bill to improve the constitution of the Judicial Committee of the Privy Council, considers it a serious attempt to remove blemishes and shortcomings, hut fears that, unless by accident, the services of a judge of the colonial court whence the appeal emanates, would rarely be available as assessor. Nevertheless, the power of appointing may occasionally he exercised -with good result in cases of exceptional difficulty. The “Times” deplores the attempt to create a court of very varied composition without paying full price, especially when there is, need of a strong final court. -
