Mr Henniker Heaton informed the President of the Liverpool Chamber of Commerce that there would not be the 'least difficulty in reducing cable nates 50 to 75 per cent., owing to the powerful pressure being brought to bear on the cable comj)allies and foreign also, owing to the Imperial Government’s action in regard to the construction of state-owned cables.
