The decree dismissing Yuan-shi-'kai Avas cold and callous, and created a great sensation in Pekin. The representatives of the Great Powers ask their respective Government’s permission to express regret and hope that' the dismissal of the statesman,, Avhose presence in the Government inspired . confidence abroad for its stability, does not imply the reversal of his policy. . ■
