The Departmental Committee recommends the extension of the Truck Act, and urges restriction of fines. It considers the living-in system harmful on the moral side, but that the evils alleged are neither so serious so widespread as represented; It recommends regulations. Mrs Tenmint ami Mr. Walsh, Labor member of the" House of Commons., in «• minority report, favor abolition of the living-in system, fines, and deductions.
