A sensation has been caused in Berlin by German newspapers announcing that the Kaiser entertained the generals at dinner on Sunday, and read them the article in th “Deutsche Revue” on “War at the Present Day.” The Kaiser attributed the article to Count Schlieff an, former chief of the general staff. The article discussed military isolation and the hemming in of Germany and Austria. It next emphasised the destructiveness of modern fire, rendering speedy tactics essential for a nation’s existence. Referring to political aspects it mentions that Germany’s commercial and industrial progress had made Britain an unforgiving -enemy. Tefchnical Hear sons were adduced to show that the danger of a joint attack on Germany and Austria was less real than might be supposed owing to the fear of any assailant that. remoter allies would arrive too late. Yet the existence of the combination permanently menaced and automatically affected German views.
