''"He states that it does not represent his opinions. - [The cable of November 21st was to the effect that the Earl of .Crewe, in an interview with Sir Daniel O’Connor, of Sydney, expressed surprise: that Australia lagged behind Canada, South'Africa, and New Zealand in encouraging immigration.
