TREATMENT OF INEBRIATES.
A BRITISH nEPORT. STATE RESPONSIBILITY SUGGESTED. ' United Press Association. Copyright LONDON, Jan. 12. The report of tho Departmental Committee notes the decided failure to apply the Inebriates Act. It suggests that offenders be treated on a graduated scale, beginning with measures of tho mildest character, and increasing in stringency if leniency is ineffectual. It suggests some new methods of dealing with criminal inebriates. The committee holds that no permanent settlement is possible except on the basis of Stato responsibility.
