The second report of the Royal Commission declares that State afforestation is practicable and desirable, and capable of temporarily employing' in the winter months 18,000 unemployed and permanently employing ultimately 90,000 men. The reportrecommends a loan to cover the annual cost, of two million sterling. The forests will, it is estimated, prove selfsupporting after 40 years, and after 80 years will yield a nett revenue of 17;j millions. Tho newspapers support the proposal.
