LONDON, Jan. 18. The “Times,” in a special article, recommends tlie appointment of a Royal Commission of Aeronauts to maintain secrecy regarding military and naval applications of airships, types of machines, systems of attack and defence, and airships for colonial defence, while the following - subjects would be public: The present position of aeronautics, types of vessels, schemes of encouragement, international aerial laws in peace and war, recommendations regarding .airships in war time to be considered, international open routes for all airships, application of airships to scientific research and exploration. The confi-
dential portion of the report should —'"T/ic reserved for the benefit of the naval and military authorities. The “Times” .adds that with the Duke of Argyll,' Lord Montagu of Beaulieu, Admiral Edward Seymour,, General Baden-Powell, and Mr. W. J. C. Lancaster, the Admiralty engineer, it would be possible to constitute the nucleus of a Commission which would be able to approach the subject from every standpoint .and. prepare an invaluable report. The leading nations would bo invited in connection with the public section to send dcile,gates, thus, the labors of the Commission would be of practical service to the. whole civilised world.
