NAPIER HARBOR.
THE LOAN PROPOSALS. (.Press Association.) NAPIER, Jan 19. Meetings of ratepayers m the Napier harbor rating district were held to-day to consider the Board s proposals to borrow £200,000 for the completion of the breakwater aucl harbor. A motion was submitted in favor of a poll being taken on the proposal.' At the Napier meeting which was attended by about 40 persons, t!he motion was carried with one dissentient. Vigor Brown M.P., stated at the meetings over which he presided m Napier and £he vicinity, that, in his opinion the loan would not entail an increase in •rates but that,, on the contrary, if the loan was- carried, the rate® would in the first year be reduced by onehalf, and in . the next yean altogether abolished.; H - that if the loan was- carried it was intended to increase by 3d-pei toi the charge on goods entering leaving the port. ___
