A GERMAN PROPOSAL. LONDON TO BERLIN. United Press Association. Copyright LONDON, Jan. 19. Reuter’s Berlin correspondent reports that Herr Kraeke, German Postinaster-Gteneral, is negotiating for the establishment of communica.tion between Berlin and London by means of a telephone cable through the North Sea.
