There was, he said, little prospect of the year elos- ’ ing with a large surplus, owing to the heavy reduction in the sum likely "to be returned by the Commonwealth. He foreshadowed a loan for reproductive .works at the first favorable opportunity. ■ Several measures before the Council at the time of the dissolution will be reinstated. The programme of the Government includes electoral land reform, including the compulsory purchase of large estates for settlement purposes, workers’ compensation, State insurance, and State establishment of a Government coal mine v If, after liis visit to New Zealad, the Minister for Lands showed any easier and better road to extensive and productive- land settlement, the Government would not hesitate to follow on the lines of the Dominion.
