Americans widely protest against Congressmen baiting the President. THE PANAMA CANAL LIBELS. A FORGOTTEN LAW REVIVED. (Received Jan. 22, 10.25 p.m.) NEW YORK,' Jan. 22. In the absence of a Federal law of, libel, an almost forgotten Federal statute of 1825, covering offences in places ceded to the United States by a State, was invoked for the prosecution of the “New York World” under the New York State law, inasmuch as the libel in respect to the Panama Canal .affairs, was published within the military reservation at. West Point and Governor’s Island, hence the evidence deals with publicity there.
