.The report upon the investigation of cases of alleged undervaluing goods by manufacturers and importers finds that in several cases undervaluing was proved.- In some cases permission to inspect the books was refused. Inquiries led to the opinion that undervaluing was more prevalent in regard to importations from the Continent than from the -United Kingdom. The report recommends that ■the" Commonwealth be represented at ports of origin in England, France, and Germany.
