The. “Times’ ” St. Petersburg correspondent states that the crisis has been ended by Russia proposing to make good the difference between the indemnity offered .and demanded. Russia cancels sufficient of the remaining seventy instalments of the Turkish war indemnity, amounting to 22 million sterling, to enable Turkey to borrow five million sterling, Bulgaria undertaking :to pay Russia £3,380,000 for interest and sinking fund. Instead of receiving eight million francs .annually from Turkey, Russia will draw five million francs from Bulgaria.
(Received Feb. 2, 11.25 p.m.) ST. PETERSBURG, Feb. 2.* Russia’s scheme, which is due to M. Isvolsky, avoids Bulgaria borrowing on extortionate terms, and does not cost Russia a kopcc'k, bub only extends the time of collection of the Turkish debt.
