Lord Roberts, the Duke of Wellington, and Lords Meath, Curzon, and Milner, on behalf of the .National Service League, propose that *ll youthsdb et\vc an 18 and 21 should spend four to six months in camp, folowcd by/ a musketry course-, and a fortnight’s camp every year for three years. They estimate that a territorial army increased within four years to 400,000 men with 150,000 recruits, will eventually provide a reserve c 600,000 men at a cost of four millions sterling. Referring to the present territorial force, they state that it does not provide sufficient men, that the peace training is hopelessly inadequate, and the burden unfair in its incidence.
