The has re-assembled, and is the Government respiting the welfare of the secret police, calling attention to Azeff’s duality as an agent of the secret police and a terrorist, alleging that Lopukhin's arrest was intended to stifle further revelations contrary to the Government. Lopnkliin was the investigator of Azeff’s and other crimes.
