Ladies and gentlemen,— At the request of a number ol the Ratepayers in the County Districts, 1 am a candklato for your sitffrages at the forthcoming Election, and should ,you do me the honor ol electing me to a seat on the Board, I will endeavor to the utmost of my ability to safeguard your interests, and combine efficiency with economy in the administration of harbor afscheme, I am opposed to submitting the proposal to the Ratepayers at the present juncture, as I am of opinion that the present is not an' opportune time to go on the money market to raise loans. 2. In regard to the utility of the proposed harbor, it is admitted by The Marine Engineer that it will only be a fine-weather commercial harbor, and that ships | could not enter the harbor in rough weather. 3. .The advocates of the outer harbor, while condemning the river, _ admit that it will have to be maintained and further improved. It is also admitted that* although in other parts of _ the -Dominion where they have natural harbors, here, with the present facilities, our",shipping charges are the second lowest in the Dominion, and ocean-going steamers get Quicker despatch than in ports where harbors are available.
