A DIES AN D GENTLEMEN, — I beg to offer myself a Candidate for the Harbor Election today (Monday), and as I have had the. confidence of the Electors tor so many years I shall be pleased il wo can renew that confidence. The Outer Harbor requires the most Careful consideration, not only the first, cost, but the working expenses and upkeep will be very great. These important questions have not been considered yet. , I note that it has been stated that the Harbor can be constructed in six years. I have great doubts on this point, judging of other works in the Dominion. I am as anxious as anyone to get a good workable Harbor, but I iear there are many doubts about the present plans, that wo ought to know more about them before embarking with a work which may land us with all the loan spent and the work only half completed. MR TOWNLEY’S BROKEN PLEDGE Made to the Harbor Electors m his written and published Address at his Election last year. IF elected, I shall see that Mr -Marchant’s Outer Harbor scheme, with all available information relating thereto, is placed before the 'Rativ pavers at as early a date as possible. M r Town ley was_ elected on above pledge, and he has in every \vav possible PERSISTENTLY BROKEN and ignored HIS PLEDGE, and has gone so far as to publicly deny ever made a pledge of the kind. Mr Whinray also made a written pledge before last Election that lie favored a good Outer Harbor, and considered the time opportune to take it in hand, but he has broken tins pledge and refused to allow the question ~to go to the people for their consideration. ' MR TOWNLEY AND HIS SUPPORTERS on the Board have STRENUOUSLY OPPOSED the reform WHICH HAS SAVED THE DISTRICT FROM RATES.AND REDUCED THE WHARFAGES BY PRACTICALLY HALF. Mr TOWXLEY AND TITS PARTY STRENUOUSLY PERSISTED IN THEIR ATTEMPTS TO CONTINUE THE BLASTING OF -ROCKS in the river below the sand, which was a SHEER WASTE OF MONEY. Air Townley and. his party wish to go in lor ANOTHER. EXPENSIVE DREDGE AND APPLIANCES, which will mean HE A\yY -RATING, without ANY KNOWN/UIMJT. TO TELE OBJECTIONAiBI/E SMELL that now exists, and Avhich is hoav a graA r c danger to health. ■ Messrs Townley and; MacDonald in their address state' that the cost of administration of the new harbor has uot been considered or allowed for in the estimates put before the public. This is not so, for the FINANCIAL ESTIMATE made by the SECRE--TARY and AUDITOR of the -Board, which the Board and Finance Committee have adopted ,bv a majority, shows THIE OUTER HARBOR CAN -BE BUILT WITHOUT (R ATING, except to make up sliortage of £1.4,790 in eight years hence; £BBOO A YEAR IS ALLOWED FOR -I-IXIMWDI-TURE IN THE RIVER.
