Owing to quarrels with the Ottoman and Deutsche Bank, the Turkish Government is in urgent need of money, and is already discounting part of the money from Austria. ACTION OF THE PORTE. 1 . WISHES TO SUBMIT COUNTER PROPOSALS. The Porte’s counter -proposal is Russia’s principle in submitting counter proposals at the Balkan Conference, which is viewed very unfavorably in Russia. BULGARIA DISSATISFIED. NEWS FROM MACEDONIA DISQUIETING. SOFIA, Fob. 8. The Porto’s counter proposal is depreciated at Sofia, as calculated to increase the tension. It is stated that unless M. Isvolsky’s offer be frankly accepted the Bulgarian reservists who remain under arms until the end of this week may be allowed to return to their homes, but equal or larger numbers will be summoned, thus increasing the war spirit. Statesmen at Sofia emphasise that the Porte’s acceptance would not preclude separate arrangements for liquidation of the Turkish debt. Meanwhile news from Macedonia is somewhat disquieting. THE AUSTRIAN PARLIAMENT. THE SESSION CLOSED. (Received Feb. 8, 10.20 p.m.) VIENNA, Feb. 8. The Reiclisna tli’s session has closed without passing the Bill for the annexation of Bosnia and Herzegovina. THE TURKISH PROPOSAL. RUSSIA TO RENOUNCE WAR INDEMNITY. (Received Feb. 8, 11.30 p.m.) CONSTANTINOPLE, Feb. 8. The Porte informs M. IsvoLsky that it is ready to renounce all claims 'against Bulgaria, provided Russia in return will consider the Russo-Turkish war indemnity fully liquidated. According to Reuter this would entail upon Russia <a sacrifice of a million sterling beyond M. Msvolsky’s offer.
