TWENTY-THREE OUTRAGES IN BERLIN. DETECTIVES BAFFLED. United Press Association, Copyright. BERLIN, Feb. 16. The twentieth Jack-the-Ripper outrage has occurred in Berlin, one case being fatal. An army of detectives is patrolling the city. Fifty .arrests have been made, hut all the suspects were released, after proving alibis. A seamstress was stabbed and loft unconscious on a staircase in Berlin to-day. Her assailant escaped. Two other women were wounded later.
