LONDON, Feb. 19. In the House of Lords the Marquis of Londonderry attacked the Government. The condition of Ireland, he said, was a scandal and-disgrace to any civilised country. He emphasised the increase of outrages under Mr. Birrell, and remarked that -in some countries the horrors were inconceivable. People’s lives were a hell upon earth there. Lord Denman replied that twothirds of the country were peaceable. After referring to the intimidation in other parts, he admitted that circumstances might conceivably arise, compelling the enforcement of the Crimes Act or an appeal to the Legislature for special additional powers.
