The “Herald” states that a Bill has been introduced into the Cuban House of Representatives prohibiting foreigners from owning property in the island. It provides that transactions in progress must be suspended. American® have thirty millions sterling invested, and much British capital is invested in railways. [The Island of Cuba was freed from Spanish domination by the United States, which recently withdrew their troops, after having established democratic institutions, and generally given the new nation a “start in life.”]
