THE POLICE BAFFLED. A CURIOUS SUGGESTION. Hy ited Press Association. Copyright BERLIN} Feb. -19. There were five outrages of the “Jack-the-Ripper” class in Berlin yesterday. Ten persons were arrested on suspicion but were all discharged. The police suggest that women end children shoxdd each carry a parcel of flour to throw at assailants for the purpose of recognition. They ascribe the outrages to a gang of criminals acting for Sport in mockery of authority.
