SUGGESTED REGISTER L.- SEA. MEN. BOARD OF TRADE REJECTS THE SUGGESTION. United Press Association. Copyright (Received Feb. 23, 11.30 p.m.) LONDON, Feb. 23. The Advisory Committee, whereon employers and employed connected with the mercantile marine are represented, unanimously recommended the Board of Trade to establish, under the supervision oi the RegistrarGeneral of Shipping and Seamen, a Central Register showing, the conditions and records, of every seaman, in order to trace and punish deserters. Mr. Winston Churchill rejected the recommendations on the ground of expense, also another relative to effective seamen. The committee is now sending a deputation to Mr. Churchill, including Messrs. Nonnen, Hill, and Devitt.
