THE ELECTORS GISBORNE LICENSING DISTRICT. lADIES AND GENTLEMEN,— I accepted nomination as a candidate for the Licensing Bench when an; ejection seemed 1 unlikely, on. the grounds: (a) That I consider it a vicious principle that any organisation should have the sole control and nomination of candidates for any public body, and that to safeguard the interests of the. people an election is a necessity. (b) That extreme partisans on either side arc undesirable on what is practically :a judicial bench; moderate men, not pledged to any partisan line of action, but who are prepared to consider each case fairly on Its f merits, being required to protect 'the interests of the public.. (c) That since the Liquor Trade ex-, ists in accordance with the will of the I people,, it should not be regulated in ia spirit of bitter hostility but strictly and to the best advantage of the travelling and general public.; (d) That a general improvement in accommodation and the conduct of many hotels is desirable. I am not running on any “ticket,” but should you do me the honor to elect me, I shall endeavor to worthily justify the trust you repose in me. ; I am, Ladies and gentlemen, Your obedient servant, . TO THE ELECTORS. ON the 9fcli of March you will be 1 called' to Elect a Licensing Committee for the Poverty Bay District. Although deprecating the secrecy and the way the nominations were put in at the last moment, I wish it to be clearly understood when I say that in accepting nomination a week before the time, I did. so with the assurance my nomination would not be used if other candidates, who were Independent Moderates, and also-eligible candidates, did not come forward in time. Who they were 1 was not cognisant of till I saw their names in the local papers. My chief reason for accepting nomination was that in my opinion a Licensing Committee should not be run by any party or parties. I think the public should have an opportunity of saving whether they prefer to uphold candidates who are pledged to any particular party, or those who offer themselves pledged to. act fair to both sides., and uphold the Licensing Act in its entirety. The question of expense should not be taken into consideration. If V the Borough. Council had not’, been un,IW IUiWTO • tit SJICUU...B ■!— i. ------- a large building which is' only half occupied, and also lavishly furnished; if tpey had waited a while and not spent £l-000 on a- Straker waggon, and a considerable amount on elections for schemes which they might have known the people would not accept, ■■ there would be plenty of money at the present time for necessary works and bona fide expenses. It is therefore n&t fair to make that a plea against what is right and fair. If elected I am in favor of every hotel closing promptly at 10 p'.m. Also that hotel employees be provided with clean and sufficient accommodation. That every hotel be provided with fire ’escapes.' - . .. I would also insist that no intoxicated person be supplied with liquor, and that women and youths be discouraged from drinking in hotel bars. . , It; is a well-known fact that although I am not .a Prohibitionist, I am- and always liavo been a verv temperate man.
