LORD CURZON’S OPINIONS.
SEARCHING CRITICISM OF GOVERNMENT PROPOSALS.

Lord Curzon, dn a letter to the “Times,” shows that the Government of India is not responsible to the Executive Provincial Councils. He dwells on the magnitude arid importance of tho change. The proposal, lie says, is due to Viscount Morley acting on the advice of the Decentralization Commissioners. Lord Curzon supports the late Sir John Lawrence s dictum that personal administration by /a single head without- a council is the best form of government for India.
Sir Walter Lawrence h.as resigned from the Council of India. It is understood that he views with misgivings Viscount Morley’s reforms. [Lord Curzon was Governor-General of India from 1899 to 1905. Sir Walter Lawrence has had an Indian experience of thirty years.]
