Mr. Fisher, the Commonwealth Premier, states that he is unable to see that the State Premiers’ Conference has made a step in advance of anything done before. It practically wanted the Braddon clause continued with the guarantee of a minimum amount. If the scheme were carried out it, would hobble the Federal Parliament for all time.
[The main point of the State Premiers’ recommendations was that the Commonwealth should receive threefifths of the Cuc-toms excise revenue, instead of three-fourths, provided that the amount returned to the States in any one year is not less than £6,750,000.]
