BOROUGH COUNCIL
ORDINARY MEETING. The .fortnightly,- meeting of the Gisborne Borough Council was held last evening. Present: The Mayor (Mr. AV. D. Lysnar), Crs. J. Sheridan, AY. Pettie, A. Sawyer, J. Somervell, J. AA r . Bright. G. E. Darton, E. H. Mann, J. AY. Williams, -and J. AVhinray. r .CORRESPONDENCE. Mr. E. G. Matthews, secretary to the AVhataupoko Tennis Club, wrote asking permission to deepen tho drain in Hall Street from Ormond Road to the corner of the club’s property. Permission was granted to the club to deepen the drain, and the overseer was instructed to place a culvert to carry off the water. Mr. George AVright, Petone, applied for an engagement as foreman on any sanitary work the Council might undertake. —Tho application was declined. Mr. C. F. Spencer, London, wrote inquiring if the Council intended issuing bonds at any time, as lie was prepared to give a quotation for such stock.
Tho letter was received, and the correspondentdnio be informed that the Council had no bonds on issue at present.
Air. AUncent Pyke, manager of the Bank of New 'Zealand, forwarded the usual form for signature, guaranteeing the borough overdraft. & The Mayor-moved that the overdraft be arranged for . up to £12,000. —Cr. AVhinray seconded the motion, which was carried.
Air. E. A\ 7 hittaker, Petone, acknowledged a further contribution from Gisborne of £27 2s 7d for the ‘‘Bread Fund,” for the relief of the English unemployed. ••-■■■ Air. H. AV. Climie, C.E„ Hawcra, wrote offering to come to Gisborne and report upon a sewerage scheme. It- was decided to inform Mr. Climie that the Council was not at present seeking additional advice on tho question of sewerage. The District Health-Officer (Dr. De Lisle) wrote stating that, if possible, he would be present at the meeting of the Council when Alessrs Scliauer and Munro, Departmental Inspectors, submitted their reports. He also advised the Council of a threatened breach of the by-laws at A T ictoria township. - ~ The Alayor stated that the Inspector would at once take action, if the bylaws were.-infringed.-- - A plait of a sanitary waggon was received from Dr. Alason. Tenders for the supply of: two of the waggons are being invited by the-. Council. _ A letter was received from Air. H. J . Brownlee, asking permission to install a septic tank at the building owned by Alessrs . Hallenstein Bros. The tank would drain a number of properties of both sewage and storm'water. The Alayor moved that consent be given to put down the tanx, piovided Dr. DeLisle approved of the plans. — The motion was carried.,,, ASPHALTING GLADSTONE ROAD. Cr. Pettie. presented a petition from 72 ratepayers in Gladstone Road asking tko Council to asphalt the blocx of road between Peel Street and Lowe Street, and pointed out the many advantages to be derived from the carrying out of the work. He (Cr. Pettie) .would be pleased to see the desire of the petitioners given effect to if the finances could stand the cost. The Alayor said he had already instructed the overseer to asphalt the road with tar and a quantity of fine gravel from Napier. The cost would be about £4O. . . Cr. Darton said he agreed that the work was advisable, ‘but neither the Works Committee nor the Council had been told that the Napier- gravel had been ordered. He objected to such being done without consulting tho AVorks Committee or the Council. He objected to being made a mere figurehead, and it was the Mayor’s duty 'to consult the AVoi'ks Committee .when such work was undertaken.
Or. 1 Sawyer said lie, .agreed with Cr. Darton. While the work had his full sympathy, the "Works Committee should have been consulted. =" *■ Cr. Somervell said . he did not remember the work being authorised by the Council, and he would raise his voice against work being done without an -'.estimate of the cost. * •! - ■ Cr. Pettie said-lie thought the work was authorised when the block between Derby and Grey Street was done. The Mayor: If the work had not been good we would have heard nothing about it. • o €j.r. Sheridan: What an insult to the Council. / Cr. Mann: It is only on a par with other statements. • •. The Mayor: Gracious me. You will have to find some other Mayor than me—(Hear, hear)—if • you think you. can baulk that work because I ordered a few pounds’ worth of metal from Napier,. I discussed the question with the Town Clerk, and wired to Napier for the shingle. y . Cr. Darton: "What has been doner* The Mayor: Twelve or thirteen pounds’ worth of Napier shingle has been ordered. Cr. Darton: I thought the whole topdressing was of Napier shingle. The whole things is not worth talking about. „ . - ’ The Mayor: I only ordered enough to make up what chips should have . been got at -Patutahi, but which were not obtainable. Cr. Sheridan: I’ll undertake to cay that if that had been made clear there--would have been nothing said. ' Cr. Sawyer: I understood something quite different from . what the Mayor • said at first. It was decided to inform the petitioners that their , request was being -given effect to. - J: i . -- V THE ESTIMATES. The ’estimates for the. present financial year, as ' already outlined, were* .The full proposed,.
REPORTS. The Borough Inspector reported that four cases of enteric fever had been; notified during the past fortnight. The Borough Turncock’ reported on the condition of the ford at Te Arai, near Air. Whitens property, and stated that the ford was passable ip time of flood when othors were not. " ■
The Mayor stated that til'd County Council had raised an objection to the ford being used. It was decided to forward a copy ol : the report to the County Council. -• The Borough Overseer reported that Gladstone Road, between Peffi ' Street and Lowe Street, had been broken up, and was being metalled. -He recommended that the block be tarred, or at least the centre portion' of the road. He recommended that, 50 or IQO yards of metal be obtained from Napier as a trial shipment, at 10s 6d per ton, as quoted by Alessrs Smith and Co. The report was adopted, and the overseer lvas authorised- to get 100 yards of shingle from Napier if the sample was satisfactory.
