M. Isyolsky urges the repeal of the provisions of the Berlin Treaty,, which restrict Montenegro’s sovereign ,rigilts. In St. Petersburg German semi-offi-cial efforts to smooth Russia’s humiliation by denials of diplomatic pressure in connection with Bosnia have signally failed, and have exasperated the Russian press afresh. There is a great outcry against German brutality. The Czar states that in May, Denmark, Sweden, England, France, the Porte, and Italy will present a programme which omits Germany. NEW TURKISH AMBASSADOR AT LONDON. A U6TRO-TUR-KISE PROTOCOL ADOPTED. (Received April 6, 11-35 p.m.) LONDON, April 6. Tewfik Pasha has been appointed Ottoman Ambassador at London. The Turkish Chamber at Constantinople adopted the. Austvo-Turkisli protocol by 134 votes to 46, with 18 abstentions. The Albanian representatives strongly attacked the protocol.
