NEW YORK., April 13
Six hundred changes were made in the Payne Tariff Bill before it was sent to the Senate from the House of Representatives.', The general purpose v-as to make slight reductions on many articles, instead of heavy cuts on a few goods. Paintings and-sculptures are to he admitted free. This will lead to the importation of many of the works of the old masters kept in Europe, including much of Mr. Pierpont Morgan’s coflection.
