THE CONTINENTAL DANGER
The cable news concerning the German reception or the tidings that Austria is to build three Dreadnoughts should make Austro-Hungary think seriously. Apparently Germany is quite v/illing to assume that the sister Power should be regarded as in some sense the counterpart, from the German point of view, of the British oyer-sea' dominions from the British standpoint. Apart from that, it begins to be quite evident that the two Powers which have stolen, for the benefit of one of them, Bosnia, and Herzegovina, have other designs in common the prosecution of which involves naval as well a,> milit-ary'co-operation. It is time for Italy to* begin to consider her position, lor an Austrian navy of magnitude directly threatens her and no other Power, although indirectly Britain, France, and Russia are keenly interested. 'Meanwhile German baloons continue to drop on French and Belgian soil, m some cases manned by German army ■officers who deny, as long as -possible their identity and their status. These may not be uhlans of the air, spying out the terrain over which it is expected armies will march and batteries range, but then, again, that is just what they may be. The outlook, is not cheering. One need not be specially pessimestic to suspect that events are working up towards the great irniifcarv upheaval so long predicted prior to 1913.—“ Daily Telegraph.”
