Nationalists, supported by Irish Unionists, demanded a complete scheme of arterial drainage, costing £10,000.000.
Air Birrell admitted that legislation was necessary, but said it could not be proposed in 1909, which was rather sudden. On a division the motion was negatived by 97 to 80.
