SENATE AMENDMENTS TO THE PAYNE BILL.

WASHINGTON, May 1. The Finance Committee’s substitute for the maximum and minimum plosions in the Payne Bill has been reported in the Senate. It provides foi iho application, on the Ist ot Apiil, 1910 against any country discriminating against United States products, of a maximum tariff -consisting of an additional 25 per cent, ad valorem -on .ah -ates. In the Senate the Bill Committee also recommended in the cases of countries whereto the maximum rates arc applicable a duty of ton cen per pound on tea and five cents pel pound on coffee. The President ma, in the event of no discrimination grant the minimum rates to the vio e * foreign country, or exclude depend* - lies or colonies. Thus, according to the newspapers, the maximumtanfl may become applicable to any “ country or colony winch adopts and .enforces tariff legislation.
