United Press Association —Copyright CONSTANTINOPLE, May 2, In Tewfik Pasha’s new Cabinet the Young Turk element is specially represented in the Under-Secretaries of departments. Jewellery of immense value has been discovered at the Yi'.diz Palace, also 70,000 Turkish lottery tickets belonging to Abdul Hamid, the deposed Sultan. THE NEW SULTAN. CONGRATULATED BY THE CZAR. (Received May 3, 9.30 p.m.) CONSTANTINOPLE, May 3. Mohammed the Fifth, attended only by a mounted orderly, drove to the various hospitals in Constantinople and visited, the wounded. The Czar has telegraphed to the new Sultan, expressing his cordial wishes for a prosperous reign and for the welfare of Turkey. FA' L OF THE REACTIONARIES’ ‘LAST STRONGHOLD. THE NAVAL ARSENAL SURRENDERS. Shevket’s forces at daybreak yester.day surrounded the naval arsenal, the reactionaries’ last stronghold. The garrison immediately surrendered. It consisted of one thousand, sailors and marines, known as Tersanchlis, turbulent levies from the Black Sea coast, responsible for the murder of the commander of a cruiser (cabled on April 16th), and selected to participate in the projected massacre on April 24th. [The murdered naval officer referred to was Arif Bey, commander of the cruiser Assani Tewfik, who was lynched by his marines, when he ordered .the vessel's guns to be trained on Yildiz Kiosk, with the view of supporting the Committee of Union and Prpgiess.J DECREE BY THE NEW SULTAN. LIBERTY, EQUALITY, AND JUSTICE FOR ALL. (Received May 3, 11.15 p.m.) .CONSTANTINOPLE, May 3. An Imperial hatti, or order, has been issued enjoining the Ministry to work in the interests of the country, and to respect the sheriat, the lavs, and the Constitution. It declares that Sultan Mohammed’s accession is due to the unanimous expression of the national will, and that the Sultan’s sole desire is that all his subjects, without distinction, shall enjoy liberty, equality, and justice. It refers with keen regret to the painful conflicts in Asia Minor, and. orders the adoption of measures of eradication by the sword to prevent their recurrence. It adds that international treaties will be conscientiously observed, and good relations with all countries maintained.
Mahmud- Mukhtar Pasha, late commander of the (First Army Corps, has been appointed to the command of the Adrianople corps.
