The Shah has .repromulgated the pre.f/ious/ constitutional laws, • granted a political amnesty, and instructed" the R.oyalist commanders to disband their troops. This decision is due to representations by Russia and Britain as to the Shah’s personal safety after the capture of Kazirn. V Saad ed Dowleh is forming a Cabinet, 1 with Nasar ed Mulk. now a refugee in "Europe, as Premier. :Saad ed Dotvleh iviil eventually be Foreign Minister. The Cabinet is Liberal; but weak. Several Nationalists Leaguers declare that the proclamation of the Constitution will not affect the Nationalist -plans, and are preparing to advance on Teheran. The revolutionaries at Kaz : irn are daily gaining strength, and are moving towards Teheran. . \ ■ •
