Vitko, a Russian terrorist, locked Colonel Von Kotten, chief of the Moscow police, in. a room in a Paris hotel and emptied a revolver into his face. Vitko was arrested. He states that Von Kotten offered him a position, in the secret police as an alternative to banishment to Siberia. He became .a spy after ..eighteen- months in Siberia, and finally arranged , a sham plot in order to secure revenge oil Von Kotten.
