A GOVERNMENT PROPOSAL
NATIONAL LABOR EXCHANGES
United Press Association —Copyright (Received May 20, 10.23 p.m.) LONDON, May 20. In the House of Commons, Mr. Winston Churchill, President of the Board of Trade, explained a Bill which ho introduces to-day to establish labor exchanges early next year, at a cost of £200,000 per annum at the .outset , and then £170,000 per annum. The Country will be divided into ten divisions, each with a clearing house, London supplying a national clearing house. Ho proposes to establish between thirty and forty first-class exchanges in towns of a hundred thousand inhabitants and upwards, and forty-five in second-class towns with between 50,000 and 100,000 inhabitants, and a'number of sub-offices in smaller towns. Advisory committees will he appointed 'in the chief centres, Whereon workmen and employers will meet in equal numbers, with impartial permanent officials and a chairman. The Government scheme provides for compulsory contributory unemployment. (Received -May 21, 12.5 a.m.) Air. Winston Churchill next explained that the Act will become operative in 1911, for selected trades, representing two' and a-quarter million of adults, covering the worst lia.f of the field of unemployment. Slightly under Gel per week per man would be raised by contributions from workmen, employers, and the State. Men going to the exchanges would be given a job or receive benefit pay. 1 Mr. F.
