O’Donnell intimated that he was for the first time voting against the Government, because he would he no party to bleeding capital white. Mr Balfour emphasised that the real danger of the scheme was the graduation, and the temptation it afforded to increasingly tax the few*. Mr Lloyd-George maintained that the Budget was fair to all class?- The money spent on social r c iorm would increase the country’s capital efficiency.
