At the London Chamber of Commerce banquet, the Earl of’Crewe (Secretary of State for the Colonies) dwelt on the importance of the immigration discussion at the Sydney conference. He warned the conference that it was no good to mix commercial relations with Imperial defence. Each must be decided on its own merits. The object of the Defence Conference would be to combine Imperial defence on land and sea with the utmost flexibility for each part of the Empire in regard to individual defence. He said that the official Empire celebration is the biitliday of the Sovereign, thereby denoting that 'the Crown is its centre and pivot. This was the only reason why the official world did not share in the celebration of Empire Day.
