LONDON, May 27

In the House of Commons, Captain J. Craig (Conservative member for East Down) moved a resolution to tho effect that the House viewed with alarm any modification of the two-Power standard as defined by Mr. Asquith on November 12.

Mr. Asquith, replying, said that at the present moment, whatever two Powers were selected, their combined effeotive strength for aggressive purposes would be below Britain’s defensive strength. The expression “two-Power standard” was purely an Empirical generalisation. The United States fleet could not be put in the same category as the French and German fleets. Mr. Balfour .said that Mr. Asquith’s implication that there ought only to be a two-Power strength in home waters was a most dangerous doctrine. Tho 'fleet ought to be prepared to defend the Empire wherever attacked. It would be an entire change of policy if Britain abandoned tho twfo-Power standard whenever the Mediterranean, distant colonies, or the West Indies were concerned.

An amendment expressing confidence in the Government’s policy was carried by 272 to 106.
